fix missed syntax change in xCalcPuMeBits

Adopt JVET-O0070 method 4-2.1a

1. moving the cbf signaling from transform_tree() to transform_unit()
2. using transform depth 1 for coding chroma cbfs for CUs with SBT; solving the s/w bug reported in ticket #338

use m_pcEncCfg->getUseAffineAmvrEncOpt() to control the effect of m_pcEncCfg->getIntraPeriod() != ( uint32_t ) -1, i.e., low delay setting.

Fixed the encoder bug which leads to incorrect BVd signaling. The incorrect BVd triggers exception on valid BV checking.
