JVET-N0867: Added check to confirm that the GOP size and picture order fullfils the configured DetlaTimes. If not DeltaTimes in BP and picture Timing are not used.

JVET-O0236 Removal of a parsing dependency

 The following fixes has been made:

   - Removed prefixes like 'i' for new variables

   - Adding braces also for if-clauses with a single statement

   - Removed some trailing spaces

   - Changed variable precedingDRAP in Picture from int to bool

 Implementation of the Dependent RAP indication SEI message. Pictures are marked as DRAP pictures using the encoder config parameter DRAPPeriod, which sets DRAP pictures periodically. Conformance checks are performed at the decoder side to verify that the DRAP pictures follow the constraints in the VVC specification.

 Added back the TMVPModeId config parameter. \n m_PPSTemporalMVPEnabledIdc is now set based on both TMVPModeId and PPSorSliceMode.

Software changes with respect to the adoption from proposal JVET-O0455:
Control the maximum number of IBC merge candidates independently from
the maximum number of regular merge candidates.

Add a cfg option "FastIntraPass", and use it for turning on/off the fast algorithm of intra pass coding in RDO. In cfg files, the parameter FastIntraPass is set as 0 for RA and 1 for LDB/LDP.
