This option appears to break decoding on a few conformance bit
streams.

In SEIWriter::xWriteSEIBufferingPeriod(){}: initial_cpb_removal_delay[j][i][nslzorVcl] and initial_cpb_removal_delay_offset[j][i][nslzorVcl] shall be initial_cpb_removal_delay[i][j][nslzorVcl] and initial_cpb_removal_delay_offset[i][j][nslzorVcl]
