L0181-QPA derived Lagrange parameters for ALF and SAO encoders (on the integration list of VTM 3.1)

Integrated JVET-L0181 ALF enc. fix, incl. equivalent fix for SAO agreed upon at the Macao meeting (the latter gives additional 0.1% luma, 0.4% chroma gain on LD-B for SDR-CTC when QPA is enabled).

Also replaced remaining tabs with spaces in EncAdaptiveLoopFilter.cpp (4 code lines)
