Remove ENABLE_WPP_PARALLELISM feature

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:remove_wpp_parallel into master

The feature is not enabled by default, which caused it to be get broken in every development cycle. The original developers don't have the resources to fix it again and again. Thus we're proposing to remove it.
