JVET-Q0487: RPR scaling window issues

  • Extend "RefPicIsScaled" logic to cover corner cases where the scale factor is 1:1, but the scaling window offsets are not aligned.
  • Specify scaling window offsets in units of SubWidthC and SubHeightC pixels.
