JVET-P0101: Set POC for dependent layer

If vps_independent_layer_flag[ GeneralLayerIdx[ nuh_layer_id ] ] is equal to 0 and there is a picture picA in the current AU in a reference layer of the current layer, PicOrderCntVal is derived to be equal to the PicOrderCntVal of picA, and the value of ph_pic_order_cnt_lsb shall be the same in all VCL NAL units of the current AU.
