JVET-Q0436: Cabac Zero Word modification and JVET-P0188: MinCr encoder check

Added P0188 on MinCr and Q0436 on Cabac Zero Word modifications.

MinCr - adds check in encoder whether MinCr limit has been exceeded and prints a warning. CabacZeroWord - modifies equation for high tier. Note all CTCs use main tier, and therefore no impact is expected.
