JEVT-Q0505: Disabling chroma scaling list signaling for 400 color format

This merge request is related to the JEVT-Q0505, its implementation on disabling the scaling list signaling of chroma component for 400 color format. When 400 color format is used, chroma scaling lists will be filled as default matrix(all-16) at encoder and decoder.
