JVET-P0097: Removing dependencies on VPS in single layer bit-streams
Implemented the following decision Add the following constraints and inference rule: a. When sps_video_parameter_set_id is equal to 0, it is a requirement for bitstream conformance that there shall be only a single layer in the bitstream.
The following agreed part is in MR below (1293) 46) Adopt a clarification to the bullet items in setting of PicOutputFlag in the decoding process of one coded picture involving variables derived from the VPS, by adding the condition "sps_video_parameter_set_id is greater than 0", which means that a VPS is referred to by the CLVS.
