Restructuring according to JVET-Q0819

Restructuring according to JVET-Q0819.

This MR includes changes to align the SW to the latest VVC draft (based on Q0819), mostly rearranging the order of elements but also including irap_or_gdr_pic_flag from Q0154 and condition no_output_of_prior_pics_flag on irap_or_gdr_pic_flag.
