New configuration file for rectangular slices

Frank Bossen requested to merge bossen/VVCSoftware_VTM:slice_cfg1 into master

New configuration file can be used in conjunction with existing AI, RA and LD configuration files. It is to be used with more common 1920x1080 picture size.
