Remove HEVC_SEI macro

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:remove_hevc_seis into master

SEI messages encapsulated in this macro don't exist in VVC (except for scalable nesting, which is duplicated with current syntax outside the macro). The macro was disabled for two meeting cycles.

Note: Also fixes an encapsulation issue for user data unregistered SEI.
