Fixing a segmentation fault for RPL in PH and an error in parsing when TMVP is off and RPL is in PH

Fixes a segmentation fault that occurs when trying to check number of LTRP of a non non-existing RPL. Also fixes an error in the PH parsing when TMVP is off and RPL is in PH.
