Rebase to the new master (corresponds to the old MR:!1346 (closed)).

Additionally modified the code to incorporate the following comment:

*"Hendry: I see your concern. I think we can do the following for the software. We don't need to have that enabled flag in the cfg file. When there is at least one VB position (either horizontal one or vertical one) specified in the cfg file, that enabled flag is automatically set to be equal to 1 by encoder. Regarding the position whether the VB position is in SPS or PH, we have a flag in cfg file to determine that. The default value is to place it in SPS, thus, if use does not specify it in the cfg file, when there is at least one VB position is specified, the default is in the SPS.If this seems good, I think Seethal can update the software to reflect this. Let us know.
