Fix Ticket #924: Add encoder configuration checks for MinQTChromaISlice

Since intra chroma min QT size (MinQTChromaISlice) is currently set in chroma sample unit, add a conversion to luma size when validating the encoder configuration to align with other block size settings. Also add a validation of MinQTChromaISlice against CTB size and CB size after implicit split of CTU.
