Fix for intra period setting

  • fixes IntraPeriod>0 cases
  • add printing of VCL NAL unit type (in addition to slice type) to stdout
  • fix for uninitialized VPS pointer access
  • fix for RPL for STSA in RA + IntraPeriod=-1 case by Hendry
