Aligning the names of syntax elements in PH with the VVC draft

Jonatan Samuelsson-Allendes requested to merge jonatan/VVCSoftware_VTM:align_syntax_names_with_spec into master

This MR modifies the names of the PH syntax elements used for tracing in encoder and decoder to be aligned with the syntax element names in VVC draft. The changes are not inside a macro since there are no changes to the bitstream or to the reconstructed/decoded result.
