BitstreamExtractor: revert UI changes

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:extractor_fixes into master
  • allow target OLS index and temporal sublayer id to be equal to -1 to disable extraction
  • align short option for TargetOutputLayerSet with DecoderApp (-p)
  • change shortcut for SubPicId parameter to -s (which was also -p)
