JVET-Q0237: STSA with TID Zero in Dependent Layer

For allowing STSA picture with TemporalId equal to 0 in a dependent layer (clause 7.4.2.2): When nal_unit_type is equal to STSA_NUT and vps_independent_layer_flag[ GeneralLayerIdx[ nuh_layer_id ] ] is equal to 1, TemporalId shall not be equal to 0.
