Issue: current VTM software does not include DQ and SDH enable flags in SPS, which does not align with the spec. Solution: adding sps_sign_data_hiding_enabled_flag and sps_dep_quant_enabled_flag in SPS on top of the latest VTM master (2dd2f441).
