JVET-R0271: Slice level DQ and SDH granularity for mixed lossy and lossless coding.

  • Move DQ and SDH from picture header to slice header.
  • If either DQ=1 or SDH=1 TSRC disabled flag "slice_ts_residual_coding_disabled_flag" is inferred to be 0.
