JVET-R0201: Prefix and suffix APS cleanups

Check the following constraints:

  1. Suffix APS NAL units to be located after the last VCL NAL unit of the PU.
  2. Allow prefix and suffix APS NAL units with particular APS identifier and type to have different content.
  3. Prefix APS NAL unit to be located before the first VCL NAL unit of the PU.
