Fix for encoder signalling too many DPB parameters

Hendry requested to merge hendry197/VVCSoftware_VTM:FixForEncoderSignallingNumDPBParams into master

The fix is in EncLib.cpp.

Other changes are only fixing type in error msg from "?" to "-"
