JVET-R0065: Add a flag aud_irap_or_gdr_au_flag to the AUD, and check the completeness of the first AU of a CVS

  1. Add a flag aud_irap_or_gdr_au_flag to the AUD, and mandate the presence of AUD in each IRAP or GDR AU when vps_max_layers_minus1 is greater than 0.
  2. Each picture in an AU in a CVS shall have nuh_layer_id equal to the nuh_layer_id of one of the pictures present in the first AU of the CVS.
