JVET-S0100 Aspect 3: constraints on vps_dpb_max_tid and vps_hrd_max_tid depending on vps_ptl_max_tid

In addition to the constraint checks this MR contains

  • fixes for the encoder to properly set the syntax elements according to the specified constraints
  • fixes for inference at the decoder
  • automatically set multi_layer_enabled_flag equal to 1, when more than one layer is configured instead of failing
