JVET-S0102 Aspect 4: Mandate same value for buffering period syntax elements

This MR adds a conformance check to the decoder. There is no change for the encoder because the same buffering period message is written in scalable nesting as non-nested. There is a huge implementation gap in proper signalling of buffering/timing parameters for each OLS.
