WIP: Refactor Encoder Lib interface naming

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:refactor_encoder_names2 into master
  • clarify which classes are per-layer instances and which are shared components
  • remove include of LayerEncoder.h when not needed

Replaces !1920 (closed) with proper git file rename handling. Also reverts Doxygen related changes. Rebased to master.
