JVET-U0081: ALF filter optimization with filter strength target

Kenneth Andersson requested to merge Kenneth/VVCSoftware_VTM:JVET-U0081 into master

I added filter strength target control for luma, chroma and CCALF filter optimization. I kept the vtm variant of controlling strength as part of quantization for now since they are different and also updated vtm variant with a separate parameter for luma and chroma so its aligned with the newer approach.
