JVET-U2018: Update sequence configuration files

Adrian Browne requested to merge adybrowne/VVCSoftware_VTM:HBD-sequence-configs into master

New 420 configuration files for PQ and HLG content. Updated 422 and 444 configurations files for downscaled HLG content.
