JVET-M0117: On MVP candidate list generation for AMVP

JVET-M0117 is about simplification for MVP candidate list generation for AMVP. It has three aspects:

1. Candidates are rounded before pruning operation (same as the CE proposal M0281)
2. Removes pruning when adding TMVP or HMVP candidates
3. Changes the scanning order of HMVP candidiates
