Change hbd.cfg etc file to set appropriate Profile for HBD CTC

Change Profile from none to auto in hbd.cfg and replace ExtendedPrecision setting from 12-bit.cfg and 16-bit.cfg to hbd.cfg

Note: it's related to #1505. This is for HBD CTC (JVET-U2018)
