Fix for ticket 1542: correct QPA rate allocation for bit depths other than 10

This merge request addresses the issue that the perceptual QPA (-qpa 1, off in CTCs) in VTM results in

different bit-rates and, accordingly, WPSNR values depending on the choice of VVC's internal bit depth.
