JVET-M0140 Sub-block Transform (SBT) for inter blocks
Since transform, inter residual RDO, and MTS related code has been refactored by JVET_M0464_UNI_MTS (which is supposed to be always ON), the SBT code is not added to the lines activated when JVET_M0464_UNI_MTS is off, just to reduce code duplication and to make the changes more obvious
