Fix for PQ when EncDbOpt is used

Kenneth Andersson requested to merge Kenneth/VVCSoftware_VTM:EncDbOpt_FixPQ into master

It was observed in JVET-AA0194 that there was a drop for PQ for some HDR metrics when EncDbOpt is used. Similar problem was found by Dolby for ECM. Here is same fix as was made for ECM (MR182).
