SBT was proposed for inter-mode blocks and was not tested with IBC. In the current version, SBT is not tried in IBC RDO, and the cu_sbt_flag is always written as 0 into bit steam (thus slightly decrease coding efficiency when IBC is ON). Therefore, SBT is disabled for IBC mode.
