JVET-AB0080: GOP-based RPR encoder control also including a fix for chroma QP

This MR also includes a fix for chroma QP when encoding in a reduced resolution such that chroma QP changes are aligned with luma QP changes. This maintains the relative amount bits spent on luma and chroma when encoding in a reduced resolution compared when encoding in full resolution.
