Fix getInterLayerRefIdc with wrong parameter

Fabrice URBAN requested to merge furban/VVCSoftware_VTM:fix_getInterLayerRefIdc into master

use now layerIdx ( = getVPS()->getGeneralLayerIdx(m_layerId)) instead of m_layerId this fixes comment !2333 (comment 21451)
