Fix to conformance window usage for RPR

Kenneth Andersson requested to merge Kenneth/VVCSoftware_VTM:FIX_CONFWIN_RPR into master

Apparently conformance window is missing for the case outputChoice is 2, e.g. UpscaledOutput=2. This MR fixes that by using the conformance window from SPS.
