JVET-AD0045: Encoder MV selections and DMVR revisited

Kenneth Andersson requested to merge Kenneth/VVCSoftware_VTM:JVET-AD0045 into master

Besides encoder selection for DMVR also included a fix for QP clipping for RPR for very high QP and missing manual regarding UpscaledOutput parameter for the decoder side.
