JVET-AD0056 Item 12: remove redundant constraints on nnpfa_target_id

Remove the constraints on nnpfa_target_id values, which were asserted to be enforced by other constraints and are therefore asserted to be redundant.

Constraints removed only in the decoder as they were not present in the encoder.
