fix ScalingList for multilayer, when used for only one layer that is not the base layer. Cleaned scaling lists initialization. Aps index was selected by copy/pasting pps usage with ER_CHROMA_QP_WCG_PPS or RPR, and xInitScalingLists() called unnecessarily multiple times
