Allow sending of parameter sets at every RAP

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:repeat_paramsets into master

Merge functionality from HM (macro JCTVC_Y0038_PARAMS). Add an additional configuration file parameter that allows re-sending parameter sets at every random access point.

Note: The default is to not repeat parameter sets (as in CTC), while in HM the default is to send them.
