- rename flag HandleCraAsBlaFlag to HandleCraAsCvsStartFlag
- changes of NAL unit types (reduced number)
- profile_tier_level and general_constraint_info structures
Note: After changing the NAL unit types, the parcat becomes incompatible with older streams
