JVET-N0821 (JVET-N0266, JVET-N0068, JVET-N0196): reduce memory bandwidth

  1. JVET-N0266: remove 4x4 uni-pred, 4x8/8x4 bi-pred from regular inter modes Meanwhile, according to the meeting notes, also includes two additional aspects: a. disable shared merge list for regular inter mode, b. remove the redundant constraint "width * height >= 64" for BDOF.
  2. JVET-N0068: memory bandwidth control for affine mode
  3. JVET-N0196: 6-tap filters for affine motion compensation
