remove HEVC_DEPENDENT_SLICES define

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:remove_dep_slice into master

HEVC_TOOLS macros were created to contain code that existed in HEVC but was not used in BMS/VTM. Code was kept for reference, when features may be reintroduced (e.g. tiles, scaling lists).

HEVC_DEPENDENT_SLICES is one of these defines, which is not needed anymore.
