Remove function updateDoubleCandList (cleanup)

  • Use updateCandList() to replace updateDoubleCandList()
  • Follow ModeInfo struct used in IntraSearch
  • No BD-rate change
  • Fix one compiling error when JVET_N0302_SIMPLFIED_CIIP is 0
