Fix performance drop in MR601

Xiang Li requested to merge XiangLi/VVCSoftware_VTM:fix_mr601 into master

In MR601 one line in de-quantization was removed, which resulted in performance drop (mismatch between quantization and de-quantization). The line is added back in this MR.
