Integration of JVET-O0502: Proposed ISP Clean-up

The MR was marked as a WIP because of the following reasons: The code was tested on top of the master version 82dde83a. An error in the decoding process of the concatenation of all the segments of one sequence in RA was found. The error, however, did not appear if the segment is decoded independently.

Update: MR !784 (merged) (reset ALF APSs before encoding an IRAP) seems to have solved this issue.
