Explicit constant value

I'm not sure about this one: in comparison to the "magic number" 4, numGtBins gives some context. Maybe just make it const?

I also hesitated but has it is only used by one compiled branch of code, i think it is more closed to what is described in spec.

If you prefer, i can update it with the const version.
